Brownfield Land Fund (BLF)

Since 2020 the Liverpool City Region has been allocated around £60 million over a number of separate tranches from the Government’s Brownfield Land Fund to deliver previously-developed, or brownfield, land suitable for at least 3,000 and preferably 4,000 homes.  With the funding being used for site acquisition, site remediation or other measures required to make sites ready for development.

However, within this funding stream a number of sites that had been allocated BLF monies have now fallen away. Therefore, there is potentially, as yet, unidentified sites that you; as Registered Providers may wat to make Sefton Council’s Housing Department aware of. Draft Sefton Housing Strategy 2022 - 2027 Consultation

Sefton’s New Housing Strategy (draft) is currently open for public consultation - until 29th July 2022.

Housing should provide a secure foundation for individuals to live the lives they want to live. Finding the right home, in the right place, can be an essential platform for people seeking to support their families and sustain work. Within Sefton, access to suitable, good quality and affordable housing is a key priority for all its residents and communities.

Our draft Housing Strategy sets out the Council’s vision and aims for housing in the Borough for the next five years and beyond. It describes the key priorities affecting the local housing market and what the Council intends to do to help overcome these challenges and create the right conditions to improve housing outcomes, for the benefit of our local people.

In developing a robust housing strategy, good practice guidance indicates the importance of developing a ‘shared’ strategy, in collaboration with key partners, and also through consultation with a wider group of stakeholders and the community.

Sefton Council Housing

In May 2022 Sefton’s Cabinet considered and approved the acquisition of homes at Buckley Hill Lane, Netherton through the provision of 13 homes for social rent and shared ownership. The Business Case for the acquisition of 9 homes for social rent and 4 homes for shared ownership from Sandway Homes was agreed pending final approval at full Council.

Following this approval, a bid will be made to Homes England for grant support for the scheme and the completion of our Investment Partner status will follow.

In order to support the programme, consultants - Freeth’s LLP, will be providing specialist legal advice to assist with the conveyancing process at Buckley Hill Lane, alongside the drafting the legal documents required to tender for the Management and Development Agents which will take place in the Autumn 2022 This opportunity will be advertised on the Chest Procurement Portal at the appropriate time and a request for quotation will be sent to those organisations who would wish to tender for this work.

Additionally, a full Business Plan for the Council Housing programme will is currently being developed alongside consultants Ark Ltd with a view to this document being considered by Cabinet later in 2022.

 

Housing Policy

Draft Affordable and Supported Housing Supplementary Planning Document (2022)

An update to Sefton’s current Affordable and Special Needs Housing SPD (approved in June 2018) is required to reflect new government guidance, such as the updated National Planning Policy Framework and the introduction of First Homes; and new evidence, such as an updated Strategic Housing Market Assessment, October 2019 and the Housing Affordability in the Context of First Homes.

A 6-week consultation on the draft SPD will be published and a link to the consultation page will be included on this page as soon as it is live (anticipated in July 2022)

Developing Extra Care Housing

Sefton are looking for developments that meet the needs of our communities and do not create large villages solely focused on older residents. Innovative smaller schemes that meet our diverse requirements are also welcomed.

Extra Care Housing Prospectus

The facilities and care provided will vary, but extra care housing schemes usually include:

  • Self-contained adapted flats or bungalows
  • On-site care and support staff, providing personal care and domestic services
  • Assistive Technology throughout the scheme, with 24-hour help available
