Non-Standard Working Arrangements

Scope

This policy applies to all Council employees employed on the Council standard NJC terms and conditions with the exception of the schools' employees.

Introduction

1. Part 3 of the national Single Status agreement (commonly known as the ‘Green Book’) contains provisions which may be modified by local negotiation; the procedure for such negotiations is described in Part 2, paragraph 4 of the agreement. 

2. Section 2 of Part 3 concerns “Working Arrangements” which cover the working week, and work patterns such as:

(a) Additional Hours (overtime)

(b) Saturday and Sunday working

(c) Night work

(d) Public and Extra-Statutory Holidays

(e) Sleeping-in Duty

(f) Other non-standing working patterns:

     (i) Shift working

     (ii) Free Day/Rest Day working 

     (iii) Evening work (unsocial hours)

     (iv) Recall to work

     (v) Standby Duty  

3. In February 2011 after consultation with the Trade Unions the Council's Cabinet approved changes to the former working arrangements, which became effective from 1st April 2011.  The arrangements now in place relative to all Council employees employed on the Council standard NJC terms and conditions are set out in the attached documents.

4. In August 2022 amendments to the overtime arrangements for employees on SCP 26 and above were discussed and agreed with the Trade Unions and additional information has been provided relative to the application of Bank holidays and TOIL (Time off in Lieu) arrangements to assist managers to apply such arrangements on an equitable basis.           

5. The arrangements now in place relative to all Council employees employed on the Council standard NJC terms and conditions are set out in the attached documents.
